
Brussels, 9 June 2021 – According to 爱游戏中国官方网站鈥檚 analysis of data reported through the鈥�, 2020 saw a steep increase in hand sanitiser imports not compliant with the EU chemicals safety rules. These products are either not marked as flammable, contain methanol (not compliant with the EU Classification and Labelling rules), or hold an insufficient percentage of ethanol to kill viruses (not compliant with the EU Biocides Regulation).
Some other key findings of this analysis include:聽聽
- While close to 80鈥�% of non-compliant articles comes from outside the EU/EEA, we see聽a steep increase in cases where the country of origin of the product is unknown聽(17鈥�%聽in 2020聽vs 4鈥�% in 2019). This is likely due to increased online shopping during the COVID-19 pandemic.聽
- As in previous years,聽children鈥檚 toys聽account for聽more than a third聽of聽all reported cases聽of聽non-compliance.聽Leading聽cause聽is聽DEHP, an endocrine disrupting聽phthalate that has been restricted in Europe for years, but still frequently shows up in plastic dolls imported from China, followed by too high migration of聽reprotoxic聽boron, frequently found in so-called 鈥渟lime toys鈥�.聽
- New聽trends聽for which an increasing number of non-compliance has been reported聽to聽include聽restricted refrigerants in cars聽(too high聽global warming potential,聽not compliant with the type-approval directive)聽and 鈥�skin-lightening products鈥澛燾ontaining聽mercury.听听
The findings confirm an urgent need for EU member states to step up enforcement of REACH particularly for imported goods,聽including聽from online marketplaces.聽Strengthening enforcement, especially in imports, has been identified as one of the聽areas of focus聽in the new Chemicals Strategy for Sustainability.听听

This means聽enforcement authorities聽need to have the analytical tools, the lab capacity,聽and the budgets to control a representative sample of goods for the presence and amount of restricted chemicals.聽Non-compliant聽imports聽pose an unacceptable聽risk to consumers.鈥澛犅�

Background Information聽
This analysis is based on the Commission鈥檚 2020 Safety Gate article data,聽but broken down into individual chemicals. Through the Safety Gate rapid alert system for dangerous non-food products (before known as RAPEX), EU/EEA member states and the European Commission exchange information about products posing a risk to health and safety of consumers. In 2020,聽the聽爱游戏中国官方网站聽report聽listed 1136 instances of chemicals that were not in compliance with the law (2019: 1468).聽

This analysis does not reflect the number of all non-compliant articles placed on the EU market and is only based on the cases reported by EU Member State enforcement authorities through聽Safety Gate.
